Jean Barclay is a freelance consultant and interim manager with over 20 years' experience in the UK not for profit sector, including a wide range of charities and social enterprises.

Jean has a multi-disciplinary background covering most aspects of organisational governance and management including in particular: business planning, strategy development, service development, research, monitoring and evaluation and risk management. She has been working on a freelance basis since 1999 and recent clients have included British Red Cross, UK Vision Strategy, People's Health Trust and Worthing & Arun Mind. She has also worked for a range of cross sectoral collaborations.
Jean was a Non Executive Director of NHS West Sussex for 5 years and has recently been appointed a Non Executive Board member of her local Clinical Commissioning Group.
Jean has previously been Chair of Charities Evaluation Services (CES), a Visiting Fellow at London South Bank University and an associate of the Centre for Charity Effectiveness at CASS Business School.

As in interim manager, Jean has been Director of Operations at the Refugee Council, Strategic Director for Thames Gateway at Groundwork UK and Director of the Long-term Medical Conditions Alliance.
Jean has an MSc in Charity Finance and Management from South Bank University (awarded with distinction) and a BSc (Hons) in Economics from Bristol University. Prior to going freelance she worked in fulltime planning, evaluation and finance roles at the RNIB, RNID and NSPCC. Before entering the voluntary sector she worked in quality assurance at NEXT plc.
As well as undertaking projects on a solo basis, some of Jean's work is carried out on a project basis in association with one or more other freelance consultants including, most recently: Margaret Bolton, Meg Abdy, Janice Needham, Bridget Pettitt and Jane Cooper.
